Actually, I reinstalled Windows twice just to be sure, plus I reset all the driver settings. My two 144Hz monitors are both connected directly to the graphics card via DisplayPort cables, so they stay running at their original speed without slowing down or glitching.
Go to this link for hwinfo: https://www.hwinfo.com/ Make sure you pick "Sensors Only" and start the program in the back of your screen. Then play one of those glitchy games. After that, open hwinfo again, take a picture of it, and send it to me on imgur.com.
I also set the core voltage to 1.340, but my HWINFO tool shows a maximum of 1.295. Is this weird or just wrong?
Nothing crazy in the CPU numbers right here. Did you check storage and GPU stats? I left those out because you didn't scroll past the second column, but they aren't really important right now. What you see below is just the current overclock settings: 4.9 GHz on the core clock and a ring ratio of about -3 with an AVX offset. The voltage was set to 1.340 volts. Is that all you changed? If so, then yes, the CPU power and duration limits are still running full speed—meaning a 9900K doesn't actually need 1.34V for 4.9 GHz, it's way too high. The motherboard did you a favor by lowering those settings. Here is some data from Silicon Lottery about how these chips were tested:
The 9900K can handle up to 4.80GHz at 1.275 volts and reach top performance with that same voltage. If you push it to 4.90GHz, it drops to 1.287V. Even if you go to 5.00GHz or 5.10GHz, the voltages stay around 1.300V and 1.312V respectively. None of these numbers ever came close to needing a voltage as high as 1.34 volts for those overclocks.

Yeah, it looks good to me. Nothing weird is showing up. Something else might be going on though.
Any apps you use while playing video games that aren't built-in to your game? If no, maybe antivirus, RGB lighting control or fan stuff? Do you leave the web browser open in the background? Does it even have hardware acceleration turned on sometimes? Do the laggy games have anti-cheat software? All these questions make sense because I think some app might be messing things up.
