The game depends a lot on smooth single-thread speed, but your processor isn’t strong in that area. You’re running at full capacity on one thread, which slows down the rest, so you’re not utilizing the maximum CPU power.

I noticed reduced CPU and GPU usage in certain games as well. Increasing all settings to their highest levels, including MSAA, might add more load on the GPU. For a 1440p display, use its native resolution. If your 1080p isn’t being used at 99% with maximum settings, it could be your Xeon hardware showing signs of wear or your RAM isn’t delivering full speed. Have you considered overclocking to at least 1600MHz? This might improve performance in some titles.
