You might have made a mistake by copying something. I’ve experienced this before—swapping a failing 1TB drive for a new one didn’t help much, and only switching to an SSD really improved load times. If you do it, avoid cloning the drive. A fresh installation is best.

It's odd you're experiencing that. Your GTA V runs smoothly on a 2TB WD Blue drive, with story mode starting quickly. Online performance is about a minute or two, though it doesn't feel overly slow.

Fix the drive first, then test other SATA connections. Some ports could be limited by expansion cards. That’s the best I’ve got.

Check if GTA 5 offers story mode or multiplayer, since you're experiencing slow online loads. Everyone without an SSD also faces similar issues.
