That’s what I thought at first, honestly… I tried everything you recommended, except a fresh Windows install. The game bar issue has always been there, so I just gave it another shot because I was trying to find out what was wrong. Eventually, I figured it out—though I don’t know why it started happening suddenly. It performed well for a couple of months without any stutters, but then random slowdowns appeared. Thanks for your help!

It used to be completely useless but now it helps to tell Windows that "Hey, this is a game, put more HW resources in this!" when running OBS preview that takes GPU power for itself for example so that the OBS preview won't cause any issues in your game by reserving too many resources.
