All your details are important. Your CPU’s frame capacity might be limited to 3 lbs, while your GPU can handle 5 lbs per second—so you’re stuck at 3 lbs. A 60Hz monitor won’t push you beyond 60 FPS, which is standard. If VSYNC is enabled with a 60Hz display, performance won’t exceed that frame rate either.

However the performance stays under 60, probably due to a CPU limitation. My R9 Fury handles Ultra fine and even my R7 1700 OC still delivers solid 80 FPS online, which suggests the issue might be with the other player's setup or settings.

Do you have V-Sync enabled? Well, regardless of what others say online, you don't need more than 60 frames per second on a 60Hz screen. It's really unnecessary. In fact, playing above 60 FPS isn't worth it, period. Still, there are people who would 'disrespectfully' challenge me, as if they could shift my 30-year-old perspective! With age comes understanding... Personally, I always use V-Sync, ideally at 1080p 60 FPS. I just can't tolerate screen tearing and don't mind input lag or extremely high frame rates. When a game can't reach 60 (which is common with my GT440), I either lower the resolution to 720p or just limit everything to 30 FPS. Actually, I just finished GTA III for the first time (I never cared about it) at a default 30 FPS with V-Sync. The experience was... great! TL;DR, don't get caught up in marketing hype.

Turn off Vsync for smoother performance. 60fps works perfectly at 60Hz.

It handles the game in single-player mode as well, especially when flying close to land. The GPU isn't pushing harder even though I disabled VSync. When it's off, performance jumps to 75fps but drops to as low as 45fps. I've attached a benchmark file for reference.
