Using the steam launcher leaves minimal impact on your memory and CPU. You can check the resource usage by launching Task Manager.

Steam starts using about 8% of the CPU and around 200MB of memory. It's unclear what impact this might have.

For those facing similar issues, verify you have an automatic restore point and back it up. I selected the earliest version, which resolved the stuttering. The main challenge was reinstalling broken programs from the restore point, especially new ones.
