I downloaded the game atlas via Steam, played it for a while (over 30 hours). Later, when trying to launch it, it attempted to reinstall it. Steam instructed me to let it proceed, stating it would recognize existing files and skip the download. It then allocated additional space and downloaded more data just to prevent launching. Meanwhile, I replaced my old 250g SSD with a new 1TB Samsung SSD and performed a fresh Windows installation. After that, I redownloaded Steam and atlas—everything worked smoothly. When I tried to launch atlas again, Steam insisted the game wasn't installed. But checking the files showed they were correctly placed in the same folder Steam had added. Any advice would be appreciated!

It seems it's time to reach out to Steam support or the creators because you've already ruled out a software or OS issue from your reinstall.

You're welcome. It's normal to feel that way after a reset. Just make sure you back up any important files before proceeding.
