I've been encountering lag in demanding games, specifically GTA V, for several months. Despite searching for a resolution, I haven't located one. My CPU and RAM usage remain consistently below 100% during these lagging instances.

Specifications:
8 GB DDR3 RAM
Intel Core i5-4590
NVIDIA GeForce GTX 960
ASRock Z97 Anniversary

CPU Load (during lag):
Core 1: 41.3%
Core 2: 22.2%
Core 3: 34.9%
Core 4: 30.2%

Temperatures:
CPU: 25-37 °C
GPU: 34-64 °C

Troubleshooting Steps Taken:
- Reduced all game settings to low.
- Performed a thorough PC cleaning.
- Reinstalled the operating system.
- Changed the CPU cooler.

Are all drivers current?
Is your BIOS updated?
What are the temperatures when idle versus under heavy load? Can you provide individual core temperatures?

Drivers and BIOS are current. Temperatures under load, per core (1-4) and CPU Package: Core 1: 36°C, Core 2: 38°C, Core 3: 37°C, Core 4: 36°C, Package: 39°C

What is the make and model of your power supply unit?
What are the percentages of usage for your graphics card and individual CPU cores when lagging occurs?
Have you examined background processes, particularly antivirus software and Windows Updates?

What is your hard drive activity and RAM utilization during performance drops? Furthermore, you are using DDR3 memory; DDR4 would not be compatible with your system.

Adjusting settings has no effect. My power supply unit model is Cooler Master RS-600-ACAB-B1. I have revised the original post to include core load information. Background resources remain consistent. Additionally, lag disappears momentarily when switching between windowed and full-screen modes.
