In GMOD, the FPS cap is set to 30 even though you expect 400. The fps_limit 60 setting hasn’t resolved the issue. Consider other methods or settings if needed.

Are there any programs currently active that could interfere with your GPU performance, possibly restricting the frame target or triggering half refresh-v-sync?

Do you use tools such as Nvidia Inspector, MSI Afterburner, EVGA Precision X or similar overclocking programs? Which GPU do you have? Is V-Sync turned off? If you're on NVIDIA, verify if any FOMA settings are configured in the control panel.
