I’ve been struggling with this problem for about a month now, and frankly, I can’t tolerate it anymore. It feels completely insane to have spent over $2,000 on a computer when my primary goal was to play games, only to be unable to do so properly. The core issue is that in certain games, everything runs flawlessly as long as I don’t move my mouse – but the instant I do, the frame rate plummets—sometimes dramatically (I've witnessed drops from 240 to 70)—and there’s severe stuttering. Even when the frame rate dips to around 140, which should be a very smooth experience, it still feels like I’m playing at only 30fps.

Here are some additional details: The frame rate seems to drop in menus, but not during gameplay itself; however, the stuttering remains constant for affected games like *Resident Evil 2 Remake*. Conversely, other games—such as *Half-Life 2*—don’t exhibit any frame rate drops or stuttering. And some titles – like *Resident Evil 3 Remake*– are completely unaffected by these problems. The frame rate drop is also sensitive to the number of applications I have open. With just Steam and the game running, the drop is minimal, usually around 3-4 frames. But adding even one application, such as Discord, causes a massive tanking effect—dropping the frame rate by approximately 50 when I move my mouse. If I run Discord, Synapse, and my motherboard’s RGB fan software simultaneously, the frame rate drops to nearly 100.

I want to emphasize that I tested this extensively: I connected all of my peripherals to a friend's PC, logged in with my Steam account, installed Synapse, Discord, and the same motherboard/RGB software, and played the affected games. He doesn’t experience any of these issues; therefore, it must be something specific to my own system.

Here’s what I’ve tried so far (it's been a challenging month):

* I’ve experimented with different mice.
* I’ve swapped out entirely different peripherals – moving away from Razer and using an older Corsair mouse and keyboard.
* I’ve uninstalled and reinstalled my mouse and GPU drivers multiple times.
* I performed a factory reset of the PC, utilizing only my old Corsair keyboard and mouse that worked on my previous system.
* I reverted to an earlier version of Windows 10.
* I swapped out the graphics card, using my friend’s GTX 970 temporarily.
* I reinstalled my RAM sticks.

Even going to a technician didn't help; he attempted reinstalling my RAM and installing an older Windows version, but the problem persisted when I retrieved it.

Honestly, if anyone has any insights or suggestions, I would be incredibly grateful – I’m at my breaking point with this PC. I’ve seen other threads discussing similar issues, but they all recommend lowering the polling rate, which only exacerbates the problem (and, on my friend's system, a 1000MHz setting worked perfectly). Or those suggestions simply lead to dead ends and frustrated thread authors.

I know I just posted this, but I continued to extensively look into possible solutions, and I found out that changing the affinity of the game's process would mess around with the stuttering and frame rate drops, so I thought perhaps it may be CPU related.
I looked into my BIOS Advanced settings, and enabled an option called "Multicore Enhancement" and after extensive testing I can confirm the issue is now fully

If anyone else has this issue, please try this option, or messing around with the CPU clock speeds in general.
