Hey everyone, I'm running into some issues with this game now. It's the original version, not the updated remaster. The main thing is that in the main menu it runs smoothly at around 60fps, but once you start playing, it stutters heavily and drops to just 12fps or lower. I've adjusted various graphics settings without success. The system specs are pretty standard: Windows 10 Pro, 9GB DDR3 RAM, AMD Phenom II X6, Radeon R9 270X, and the drives listed are all decent but not top-tier.

I recommend a fresh installation too; your CPU might be limiting performance.

other components aren't limiting too, the processor handles all titles smoothly

The game wouldn't overload your laptop's CPU. In Call of Duty 4 it's not a big issue. You might need to run the game on multiple cores to check. It doesn't appear to be using more than two at the moment.

I've attempted that before, but it didn't work. In the screenshot you mentioned, COD4 was configured to use cores 3, 4, 5, and 6, while cores 1 and 2 were set for World of Tanks only.
