Remove GeForce Experience. The Battery Saver feature will restrict games to 30 frames per second while the device is powered down.

Vsync turned off by the game configuration, managed through the NVIDIA control panel. I attempted to play Dota 2, Fallout, and CS:GO, but each reached a 30 FPS limit when using fullscreen.

I also faced the same issue with CS:GO on Windows 10. After spending many hours trying, I discovered a straightforward fix for all the games. Just right-click on the .exe file of your game, remove options like "full screen optimisation," and that should resolve the problem.
