Setup it up to share your library with him. If it's a multiplayer game and you're trying to play together you would have to start steam in offline mode so it doesn't think you're logged in. If not just have them install it, start it, close it, then they can go into offline mode.

You can't play at the same time. But there is one trick that may work... You go to offline mode and play offline while your friend can still play. But you won't be able to play any online content or even access your cloud saves, friend list, etc...
