You have an older GTA IV PC game on a damaged disk that’s causing installation issues and freezing. The provided key doesn’t work with Steam, and you’re having trouble launching the game. Are there any ways to fix this?

Use the toothpaste technique to repair the disk. It functions. Simply apply it and gently push it outward using a cloth, removing as much as possible. This resolved the issue with NHL 15 for me.

Previously tested. A small mark is sufficient when removal isn't possible due to depth.

Ensure the CD key is already added to your Steam profile. Access Steam to verify ownership. Remember, the key can only be linked to one account, so once it’s tied to yours, you can skip the physical disc entirely.

If the item isn’t in your collection, the token hasn’t been accessed yet—so you can add it. If it has been used, it’s already stored. There’s only one way to go. Would you like me to set up an account for this?

Because it's a retail edition, the key won't work on Steam as it isn't a Steamworks title. He should download GFWL, log in with his account, check if the game is available there, enter the CD key, and then try downloading and installing. If that fails, he probably needs to buy the game again.
