So one of my games on steam just says install but when I go into explorer it has a path and is 8GB when redownloading it needs 13GB is my drive dying or what is wrong? also does installing to same path mess anything up?

Use Crystaldiskinfo or a similar tool to assess your drive's condition. Such problems frequently stem from damaged sectors leading to file corruption.

Performing a complete surface check is fine, though I lack tools to suggest methods since I'm accustomed to handling low-level tasks on Linux. Yes, Steam should verify the files present and only download missing or corrupted ones, even if it initially insists on downloading everything. Even if it had to re-download all files, it shouldn't cause any issues.

Steam generates a lot of unnecessary files after you remove programs. When you install and uninstall games repeatedly, clear all the remnants and notice that your storage space is restored.
