Let it operate at 60 frames per second. The increased fan noise doesn't indicate rising temperature—it's actually more impressive. Playing at 60 is preferable to 30. If the audio becomes bothersome, boost your headset volume.

the rx 480 reference cooler makes a really loud noise, you can hear it from ten feet away when my little brother plays WoW on it

Every card follows the same pattern. It's okay. Run at 60fps and it's over. I've spent countless hours with my graphics card so powerful it's audible through the headphones. It won't fail, just play at 60.

It seems like you're describing how the volume changes depending on whether you're watching YouTube or using Edge. The only time it's not loud is when it's not active.
