Whenever this GPU's fans start at low speeds during light loads they produce an irritating whine sound, as if they are stuck between on and off.
I attempted to manually adjust the fans to the lowest setting in GPU Tweak III at 30%, but the whine persisted.
Setting them to 40% or higher temporarily stops the noise, though the fans become noticeably louder.
The GPU seldom reaches more than 65°C at this reduced speed, so is there no way to force the fans to stay off permanently?

Understood. You might be dealing with coil whine. I experienced this issue with my 7900xtx during Assassin's Creed Mirage. By adjusting the sharpening settings and reducing FPS via the driver, it improved. You could try experimenting with different configurations.
