My configuration includes the FX3850, Asus Crosshair V Formula AMD 990FX, with Corsair Dominator 1866 at 16GB, Corsair H80i water cooler, and a power supply from Corsair rated at 750W. The system can reach 5GHz at 1.440GHz, and the BIOS has shown flashing issues. I’m using Windows 8 Pro 64bit, and I believe I might be able to push it to 5.2GHz.

Sorry, my PSU is a Kingwin 850watt... It's also quite new, I don't believe that's the problem...
I believe the issue might be with the RAM and PSU. Make sure your PSU has a bronze rating or higher and install a good RAM like G-Skill or Corsair or something similar, but avoid microtell RAM.

it might just be your RAM that's causing the issue if you're using DDR3 1600, so give it a shot. I've reached 5.2 with mine at 1.48 volts and 25.5 multilayer.

I also have an ASrock Extreme3 970 with an 8350. The same issue persists. I remain fully stable in prime95 at 4.5ghz with 1.5V and all power throttling turned off. LLC is enabled. Now it operates smoothly as expected... At 1.5V and 4.5ghz, max temperature stays at 45°C. I understand the temperature isn't a concern, but in cpu-z it reduces core clocks to 1400mhz for about 4-5 seconds before returning to 4500mhz. Why does this happen in prime95?

Windows handled it at the speed I was aiming for, so I didn't worry much about it. Now, I couldn't achieve stability in prime95, so I went back to the defaults, though that might have been my fault.

Invest in a reliable brand, put thought into it, and spend those extra dollars to steer clear of problems like this. I had an Fx 6100 on that board too—it was facing the same issues as the FX 8350 now, completely unstable, with overclocking limits on my 7950.... Get a new board, *** these are not worth buying Asrock again after this

ASRock is a reliable brand. They rarely cause such issues anymore, just like other brands such as Gigabyte, Asus, and MSI. Of course, maybe the board was faulty, but nowadays no manufacturer produces motherboards without any problems. You can decide not to purchase ASRock again if you wish, but I'm saying that won't change your chances of getting a defective board, even if you choose other well-known companies.
