No, opt for the higher power phase count MB, even if you use the fx8320E. For those in the USA, consider the ASRock 990FX Killer for $80 or the MSI 970 GAMING for $73.

Motherboard options:
ASRock 990FX Killer ATX AM3+ ($79.98)
MSI 970 GAMING ATX AM3+ ($72.98)

You should purchase the higher power phase count MB, even if you use the fx8320E. If you're in the USA, consider the ASRock 990FX Killer for $80 or the MSI 970 GAMING for $73.

Which games will you be playing? Also, what is your monitor resolution? If the games aren't CPU heavy, you'll need to use the FX8320e.

Tell me which games you're interested in and your monitor's resolution. If the games aren't too demanding on the CPU, you'll need to use the FX8320e. I'd like a mix of recent and older titles across various genres.

Refer to the BF1 review at the provided link. For some older titles on 1080p, especially those running at 4.8ghz or faster, also check the AMD FX 8320 CPU review. Keep in mind that the GTX770 performs better than the GTX1050Ti.

Sorry, if the games aren't CPU heavy, you might not need to overclock the FX8320e.

If I overclock, do I require a quality cooler or can I use the stock one?
