I just got a gtx 1080 with an fx 8320 and I'm wondering if upgrading to 4.7 will still cause a bottleneck...

Probably, based on how you use the system.
If it meets your expectations, then the problem is solved.
You can always improve the CPU if necessary.

An OC will definitely not cause harm; you should notice a boost in performance soon.

Even at 4.7, an 8320 isn't strong enough to handle a 1080 properly. Nothing too bad will occur, but performance will be significantly lower than expected. A GTX 1060 is essentially the maximum it can deliver.
