TaskManager isn't helpful for checking GPU/CPU usage in games. You should use a good monitor app, such as Afterburner. If something runs in the background consuming RAM or CPU, it will already be detected before the game starts. TaskManager might help identify it.

I understand that Task Manager isn't ideal for tracking GPU activity, yet it performs well when checking CPU, RAM, and disk usage.

I agree with upti's point. You mentioned a secondary hard drive, but what type is it? Is it an SSD or something else? It’s possible the game has moved from the SSD to the hard drive, which could explain the slower performance compared to when it was brand new. Also, with only 8GB of RAM, background programs might be consuming a lot of memory, forcing your games to use the pagefile—this would definitely make them run slower.

In games it usually stays around 100% CPU and 100% disk usage, but occasionally when using Google Chrome it shows 100% disk usage too. I’m sure upgrading to an SSD is necessary, though this hasn’t happened before, which is quite surprising.

Secondary storage devices are non-volatile memory, so I called my HDD secondary because of that characteristic. Primary storage is volatile, like RAM. Yes, I do need more RAM, especially for games such as Rust or just browsing Chrome. I’m a bit puzzled since the RAM stick lists 2666MHz—should I consider a higher frequency or stick with the standard setting?

Seems like a thermal issue. Clean out the dust and replace the thermal paste.
