I just added a modest 28% overclock which now causes the CPU to turbo at 4.5GHz, appearing to resolve the full CPU load.

28% still matters. Keep voltage below 1.3 and temperature under 85 at full load.

28% might not seem much? How do you verify the voltage? I was testing at 4K Ultra and it never hit 85, though it would fluctuate for a couple seconds. It consistently stayed between 65-75 degrees.

Avoid this setup; it may lack full capacity and stability. Monitor with HWiNFO and check OCCT for reliability. Overclocking isn't stable without proper verification.
