Current Specifications
CPU: i5 2310
Motherboard: Gigabyte GA-B75M-D3H
RAM: Corsair DDR3-1600 16GB (8x2)
Video Card: Zotac Geforce 950 AMP Edition
Storage: Samsung 750 EVO 250gb
WB 2TB
PSU - Cooler Master Thunder 500W
Primary Use: Video editing and 3D animation. Rendering 13min 1080p files with media encoder requires 8-10 hours, mainly due to complex projects involving drones, motion graphics, After Effects, multiple video layers, and extensive LUTs on single files. Gameplay is done separately when rendering isn’t needed.

Should I opt for an i7 4790 with ASUS MOTHERBOARD Z97-A or choose the Skylake series?
My budget is approximately Rs 36,000, which equals around $550.

I'll take the 4790, it's going to be a significant increase.

With the budget you might miss the Skylake i7 since it requires DDR4 RAM. You could allocate funds to purchase the Xeon E3 1231 V3 + H97 MB; this model is comparable to the i7 but significantly less expensive, and it allows you to reuse your existing memory with LGA1150 MB, potentially adding another 16GB.

For your budget you might not be able to get the Skylake i7 since you'll need DDR4 RAM. You can allocate funds to purchase the Xeon E3 1231 V3 + H97 MB, which is similar to the i7 but cheaper and has a lower price than the i7 4790. You could also reuse your old memory with LGA1150 MB and possibly add another 16GB.
In my area the Xeon E3 1231 V3 costs around $50-60 more than the i7 4790, though I’m not sure why—maybe because there’s very little availability locally. I contacted a few places and only two people had it in stock.

Obtain the i7 4790 as suggested by Tradesman. Additionally, you may utilize the i7 with H97 to allocate funds for upgrading the PSU.
