While idling, your CPU core runs at 3.9 GHz with boost. This might be due to elevated temperatures. Lowering the temperature could be achieved by overclocking to 3.9 GHz and 1.15 V.

It raises the CPU temperature significantly. When idle it stays around 65°C, but jumps to 95°C when loaded. Keep in mind my room temperature is 34°C.

The white papers explain that Zen 2 throttles at 95°C while Zen+ operates at 90°C. During manual overclocking, the throttle temperature might be disregarded (depends on the BIOS).

PBO performs better than manual OC. I can achieve 4.2ghz across all cores at 1.25V and it runs cooler than the stock configuration (PBO off) which operates at 4ghz all cores at 1.35-1.4V. It looks like the OP is pointing out that PBO generates more heat than their manual settings. This is typical for Ryzen processors. I see the same trend in stock settings too. You might experiment with repasting and adjusting fan curves, but it seems normal given the 34°C ambient temperature. It would be wise to try a manual OC. I own a machine with the above mentioned configuration. My setup has 4.4ghz all cores @ 1.35V, which is roughly on par in terms of temperature under typical gaming loads. At 1.25V during folding tasks, it drops to around 4.2ghz.
