Yes, that sounds like CPU bottleneck. I would recommend 5800X3D if high refresh rate gaming is your thing, as it will provide much better frame times.

It's probably a yes. You can verify this by monitoring CPU usage individually per core using MSI Afterburner. If any core reaches near 100%, it indicates a CPU bottleneck.
