Frame rates decline significantly within expansive, open-world gaming experiences.
My frame rate experiences significant decreases in a majority of open-world titles when I move my mouse. This issue isn't consistent across all games; titles such as Fortnite, GTA V, Naruto Storm 4, and Grid Autosport perform exceptionally well at Ultra settings with no noticeable frame drops, even allowing me to play Far Cry New Dawn on medium. However, games like Watch Dogs 2, Call of Duty Black Ops 3, Just Cause 3, and Need for Speed Payback consistently decrease my FPS whenever I move the mouse or while actively moving my character. My computer is not a recent model, but it possesses sufficient power to run these games smoothly. Specs include: CPU—FX-6300 at 3.6 GHz, GPU—GTX 680 OC with 2GB VRAM, PSU—Corsair Cx 430w, RAM—2x4GB DDR3 (one is 1333MHz and the other’s speed is unknown, likely a secondary module), Motherboard—ASUS m5a78l-m lx/br, and storage consisting of a 1TB 5400RPM hard drive for games and a 250GB 7200RPM hard drive for Windows and Watch Dogs 2. You can view a video demonstrating this issue here: https://youtu.be/9wzrCC3scYk (The video showcases gameplay at medium settings, with the game installed on the 7200RPM hard drive).
I checked the system specifications needed to play and noticed your hardware only fulfills the bare minimum. Perhaps try adjusting the game’s graphics settings to a lower level.

Despite my graphics card being capable of rendering this game at approximately 48 frames per second on low settings, there’s no logical explanation for the decrease in frame rate. This issue isn't exclusive to this particular game; I’ve experienced similar dips in performance with titles like Watch Dogs 1. When playing Watch Dogs 1, I consistently achieve 80 frames per second, however, my frame rate declines to around 20 when I move the mouse. The recommended graphics card for Watch Dogs 1 is a GTX 560ti, while my 680 card provides roughly 110% superior performance. Therefore, I don’t believe the problem stems from a hardware limitation with my graphics card.
