I’m experiencing intermittent frame rate fluctuations during gameplay in titles such as League of Legends, Counter-Strike: Global Offensive, Grand Theft Auto V, and numerous other applications. These dips in performance occur infrequently, typically only a handful of times per gaming session. Temperature readings indicate that the system is not exceeding safe operating parameters, with CPU temperatures peaking at 65 degrees Celsius. System specifications include a Ryzen 7 3700X processor, an ASUS ROG Strix X570 F Gaming motherboard, 32GB of G.SKILL DDR4 RAM, an NVIDIA RTX 2070 graphics card, Windows 10 version 1909, and storage devices consisting of a Kingston SV300S37A240G SSD and a Seagate ST500DM002-1SB10A HDD.

When posting a thread of troubleshooting nature, it's customary to include the specs to your current system. Please include/list your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
GPU:
PSU:
OS:
You should check and see if you're on the latest BIOS update for your motherboard. Then use DDU to uninstall the drivers for your GPU and reinstall them after downloading the latest off of
Nvidia's support site

My bicycle’s firmware isn't current, and I prefer to avoid potentially problematic upgrades given that my system is currently operating satisfactorily, aside from occasional, infrequent frame rate reductions which aren’t significantly concerning. I understand the Display Driver Uninstaller tool is typically employed when transitioning from AMD to NVIDIA graphics, serving as a method for a fresh installation of NVIDIA drivers; however, I’ve consistently utilized NVIDIA graphics cards throughout my experience.

Following a series of adjustments, I removed game recording functionality from the system configuration. Additionally, Counter-Strike: Global Offensive files were relocated to a solid-state drive. Consequently, the issue of fluctuating frame rates has been resolved.
