Hello, recently I experienced frequent freezing, stuttering, or frame rate drops while playing The Witcher 3. You can view an example here: https://youtu.be/Acgj-fBOUUw.

My computer’s specifications (purchased eight months ago) are as follows:

CPU: AMD Ryzen 5 2600X at 3.6GHz,
GPU: GIGABYTE GeForce GTX 1070 Ti with 8GB of memory,
Motherboard: ASUS ROG Strix B450-F Gaming,
Power Supply: BE QUIET! Pure Power 11 600W,
RAM: HYPERX Fury Black DDR4 2933MHz 16GB (2x8GB kit),
HDD: WD Blue 1TB, Crucial SSD
SSD: MX500 250GB

I primarily play on a 60Hz monitor at 1920x1080 resolution with VSync enabled.

Currently, I am not overclocking any components; however, for the initial five months after building my PC, my CPU operated at a frequency of 4.2GHz. Because I assembled the computer myself, I mistakenly utilized the “Auto” setting in the BIOS instead of the recommended “Default” 3.6GHz value. This may be contributing to the current issues.

All component temperatures remain within acceptable limits – the GPU rarely exceeds 71°C, and the CPU never surpasses 60°C (even during previous overclocking). The system itself does not exhibit random restarts or shutdowns.

I enjoyed smooth gameplay in The Witcher 3 for approximately five to six months following its initial setup. However, over the past two to three months, after updating my operating system from an older version of Windows 10 (circa 2017) to the latest release, I began encountering frame rate problems similar to those shown in the video.

I’m struggling to resolve this and have attempted several solutions:

* Updated to the newest graphics drivers
* Utilized older driver versions (including 388, 418, and others)
* Performed a full Windows reinstall while testing with only Steam and The Witcher 3 installed.
* Adjusted settings within the NVIDIA Control Panel
* Disabled VSync
* Moved the game from my HDD to an SSD
* Deleted and recreated save files

Notably, these severe frame rate issues exclusively occur in The Witcher 3. I experience performance dips in games like PUBG and AC:Origins (though only down to 55fps, which is expected given their optimization), while titles such as Apex Legends, GTA5, Dark Souls 3, Devil May Cry 5, and NBA 2K19 run flawlessly.

I would greatly appreciate any suggestions or insights into potential solutions. Thank you.

This appears to be a problem with THE WITCHER 3, assuming other PC games function correctly. Alternatively, the recent Windows 10 operating system update could be responsible. It’s unclear at this time.

Yeah, the last thing I didn't try is to use Windows 7 or older Windows 10 version. Anyway, thanks.
UPD: The same things on Windows 7 and older Windows 10 version
