I’m experiencing frame rate dips when I move my mouse, and my CPU usage is fluctuating dramatically, ranging from 10-13 percent to as high as 50 percent.

How are you tracking CPU activity? A possible assumption: Are you switching to another window using Alt and Tab to view the Task Manager and observe any increases in resource consumption?

Please update your drivers and related components and check if this resolves the issue. Could you provide a list of the games you play? You mentioned that the CPU registers only 13% utilization when there is no mouse movement, which seems unusual; I anticipate greater usage but I’m unfamiliar with the specific game.

Were you to have purchased the computer as a pre-assembled unit from a store? Given your recent report of the problem, it likely occurred recently.

No, I performed a Ctrl+Alt+Delete and now I can access everything I need.

I assembled the computer myself, and all my drivers are current; when I spoke with Microsoft support, they insisted that my drivers weren't updated, but they are… I play PUBG, CS:GO, Fortnite, and LoL.
