Frame rate decrease when hardware isn't fully utilized.
I’m experiencing an issue that I haven't been able to locate a solution for online, so I’m seeking assistance here. I primarily play Overwatch and frequently achieve high frame rates (around 240) but during team encounters, my FPS fluctuates dramatically, jumping between 150 and 110 – which is frustrating when using a 144Hz monitor. Furthermore, my system’s performance monitoring indicates that my hardware components aren't operating at their maximum capacity. Despite attempting to elevate Overwatch’s priority through task manager and similar methods, the problem persists.
Here are my system specifications:
* RTX 2070 graphics card
* i7-7700K processor @ 4.20GHz (not overclocked)
* 16GB DDR4 RAM @ 3000MHz
* 1920x1080p 144Hz monitor
* Windows 10 64-bit
* Game installed on a 500GB SSD with 100GB of free space, alongside the Windows operating system

I believe my PC should be capable of running Overwatch smoothly, but I’m genuinely unsure how to resolve this issue. Could anyone offer some guidance?
Hello! Apologies for the delayed response; my internet connection experienced an outage. I’ll include a visual representation of my power supply unit in the original post. Employing Core Temp, I observed a peak temperature of 67 degrees Celsius. When I state “nothing running at 100%,” I am referring to applications that aren’t utilizing the full capacity of the task manager—my CPU is operating at approximately 60%, while my graphics card shows a reading of around 20%, which seems inconsistent with the performance issues I’m encountering.
