I've observed major drops in frame rate and consistently low frames across many games. Even when using low settings, the performance remains poor, with frames around 80 being the highest and about 30 the lowest. The components I'm using—MSI z370 a pro motherboard, GTX 1060, Intel i7 8700k, 64GB RAM—have all been upgraded myself without any further problems. Temperatures are now within normal ranges as well, so it's unclear what else to try?

Check if your BIOS is up to date for the 9th generation chip.
Please update Windows and run a full system scan with Windows Defender.
Before scanning, remove McAfee or any other third-party antivirus software.
Your hard drives should be defragmented by going to properties – tools – optimize (for all drives).
I hope this improves things.

Check if your BIOS is up to date for the 9th generation chip.
Please update Windows and run a full system scan with Windows Defender.
Before scanning, remove McAfee or any other third-party antivirus software.
Your hard drives should be defragmented by going to properties – tools – optimize (for all drives).

Are you using any anti-virus software?.
and, I hope you're using 64GB memory for some reason apart from gaming.

I own a 1 TB SSD, a 1 TB HDD, and a 4 TB HDD. Mostly I use it for gaming, video editing, and streaming. The computer is over a year old, and the SSD is brand new. I'm running McAfee antivirus. I recently upgraded my CPU to an I7 9700k last month, thinking that would fix the problem, but it didn't make a difference.

Additionally, the Windows Defender AV integrated in W10 is adequate.

As long as your windows remain in good condition, there’s no need to add additional safeguards.
