Hi guys. Asking for a friend. He just bought a new PC, GPU is GTX 1070 and I bought him several games to get him started. Namely The Witcher 3, Dark Souls 3, Shadow of Mordor and Life is Strange, all on steam. Something very strange is happening with his PC that I'm not sure how to solve. When playing any game in full screen, the fps will never go above 30. It should be noted that vsync is off in nvidia control panel, and this fps cap is true on all games in all settings. But when you change to windowed mode, the fps cap is then somehow magically raised to 60. He plays on a 1080p screen connected via a DVI connected. I don't understand why are there hard fps caps to begin with when vsync is off (I also disabled the game bar as some forums said it could fix the problem). How do I remove these caps?

Not sure about that. He doesn’t own an Xbox, and it’s unlikely he’s ever used that game.

It's a built-in Windows application that operates quietly in the background. Even though it sounds like it relates to the Xbox, it's not actually connected to that console.

Yes, you can turn off VSync in the game settings as well.

Having the Xbox hardware doesn’t need to be owned; Windows 10 already comes with the Xbox app. Previously, Xbox DVR and Game Bar were enabled by default in a fresh Windows 10 setup but should be turned off manually. While I’ve only heard about limiting the framerate to 60, it’s better to disable it even if it isn’t the main reason for your problem.

He linked his cintiq (a small screen used by animators) to his computer, which was configured to show images on both displays. Because the cintiq runs at 30Hz, full-screen play was limited to that rate. After disconnecting it, the display remained fixed at 60Hz regardless of mode. VSync is also disabled in both the control panel and games. The DVR and game bar are turned off as well. I’m puzzled about why this limit keeps happening.
