Your friend is using a specific system with certain settings. Both of you are running similar configurations, and your monitors are likely at around 60Hz. If yours is also at 60Hz, performance will be mostly unaffected by anything above 60fps. Note that the storage was 2x8GB, which seems sufficient for RAM usage.

What are your friend's specifications? Generally, cutting them down eases GPU strain more than CPU, which could point to the CPU being the issue. I've seen others achieving over 100 FPS even with ultra settings, though that doesn't always mean it looks better. It might just run smoother thanks to less input lag or a fresher visual.

I'm working on a 165 Hz display, and while it's true the processor is good, I'm not sure the i3-9100F can keep up with your graphics card.
