You have the Corsair 1000 Watts One, believe it's sufficient? I’m not sure how to verify it or don’t have the adapter between your PSU and the outlet.

No problem, 1000W is sufficient. Especially for the RM model, or if the GPU is a recent purchase—second-hand or new—and the FPS drops began right away or after a system change.

I recently encountered low FPS and limited GPU usage. The graphics card performed adequately at first, but performance dropped significantly once I reached full specifications. I tried several fixes, including reinstalling the driver, which might have resolved the issue.
