The player is experiencing inconsistent frame rate capping issues primarily in Source-based games like Counter-Strike, Team Fortress 2, and Garry’s Mod. Despite testing with Prime95, Cinebench, and CSGO, which ran perfectly, the FPS consistently caps at 100 or occasionally dips to 99 in other games like Rainbow Six Siege, PUBG, Overwatch, and even when testing TF2. The issue seems specific to Source titles. The player recently installed a new Noctua cooler after bending some CPU pins while removing an old heatsink. They have attempted reinstalling the affected games and updating drivers but haven’t resolved the problem. Their system specs include a Ryzen 5 2600, Xfx RX 580 8GB, Gigabyte Aorus Pro WiFi motherboard, 2x8GB 3000MHz RAM, and a 750W 80+ Gold PSU.

OS:
You forgot to mention the make and model of your PSU. Do you have a picture to the extend of the bent pins? On another note, did you try uninstalling and reinstalling your GPU drivers to rule out corrupt drivers?
