Guys, I have a 1050 Ti, not the most high-end.
But I want to go ultra.
Should I skip VSync and allow inconsistent 30-60 fps, or should I cap it at 30fps for consistency?

What games are you playing? Resolution?
Why do you prefer ultra settings? In my view, Med-High settings with a better frame rate would be preferable to Ultra settings with a lower frame rate.

Forza Horizon 3 Gta 5 sp Tf2-60 ultra Driver sf-60 ultra Ets2-60 almost ultra Beamng drive plus I can't recall 1680x1050 but I began capping some games to 30 and using nvidia dsr to 2100p

Since these are mainly (?) driving games, you might manage to get away with it. Otherwise, a 1050ti isn't considered an "ultra" card in most modern games.

To reach the highest performance you'll need a GPU with at least 6GB VRAM. An 8GB VRAM model is suggested. With the 1050 ti, you can hit ultra in specific settings. Adjust high VRAM graphics to Medium and lower VRAM ones to High and Ultra based on FPS results. See an example to visualize high VRAM configurations. Reduce the settings that consume more VRAM, as this also increases CPU load. Keep in mind these recommendations are specific to GTA 5. VRAM usage in other games will differ, but this gives a general guideline for typical requirements. Aim for around 3.4-3.6 GB to maintain flexibility during extended gameplay.

Forza Horizon 3 offers an option to use half VSync with a mix of medium-high settings. Additionally, consider enhancing your PSU, as your 240W capacity might restrict performance if you plan to overclock your GPU.

It's already a bit overclocked, don't you think? I guess you got the 240w info from my earlier posts, and it's upgradable. The case is an HP Elite series, which means 1050 Ti is the top card that fits here.
