I bought a 3060 12gb to swap in for my 1060 3gb setup, paired with an i5 9600k. Right after installing the graphics card, I noticed big frame drops—about 30 to 60 frames per second lost from 200 fps. After using GPU-Z, I saw errors in perfcap indicating 'vrel' and 'vop' each time a frame dropped. Also, the voltage reading for the 8-pin connector was very low at 37W. Someone, could you help me figure this out?

Which game and configuration are you referring to? It seems designed to run smoothly without heavily taxing the GPU. The main constraints become noticeable only when the workload increases slightly.

The capture doesn't verify this clearly. Those aren't mistakes either. The perf cap says idle is standard and expected, which isn't a problem. Since your card appears to be idle, it's likely due to a CPU bottleneck—your processor might be outdated and not powerful enough for the 3060.
