Recently my frame rate has been dropping significantly. Used to play at 144fps stable, now I can't reach 60. I've cleaned the CPU cooler, changed thermal paste, cleaned the GPU, updated drivers, but nothing seems to help. Please assist.

Turn off freesync. It mentions this directly in the GPU description, stating it limits your FPS to 60.
