What is the storage usage?
Check if there are any background processes; it seems like a process is running for a scan or update.

Your laptop is overheating, causing the CPU and GPU to operate less efficiently, with additional clock reduction.

Review these links to help identify the precise reason behind your laptop’s sluggish operation. The present temperature readings are certainly elevated, above 90°C, indicating a need to verify proper air circulation within the device. Make sure there is no dust accumulating inside the laptop’s parts, as this can obstruct airflow and restrict cooling, leading to excessive heat buildup. Using a cooling pad or a cooling mat beneath the laptop may help maintain a lower internal temperature. There are various factors contributing to poor performance, including outdated or incorrectly applied thermal paste. To address thermal throttling, consider applying thermal paste, enabling optimal performance settings, and adjusting the registry editor. Conducting a thermal throttling test can provide further insights.

For the initial issue, half of the solutions aren't present on my laptop. In the second case, I can't verify if the fans are spinning because I'm using a laptop.
