I have an I5-7500k and a GTX 1060 with 6GB of RAM.
I recently began playing Watch Dogs 2 again and the performance is quite poor.
My FPS barely stays at 60 outside of the city, and it drops significantly inside. In the city it keeps falling to around 25. I don’t believe it’s related to in-game settings, as I’ve checked each one individually and nothing changed. Also, it seems the FPS doesn’t vary much between lowest and ultra settings.

There are some odd issues in Minecraft too. When I set the FPS to 100 in Minecraft, it stays between 70 and 90, sometimes dropping lower. When I set it to 250, it stays around 180-210.
What might be the cause?

Not sure about Watch Dogs 2, but in MC you can boost your RAM allocation which helps stabilize FPS. Give it a shot? It worked for me.
