Overwatch demands more from the CPU than from the GPU. Which processor model are you using? This might reflect the maximum rendering capacity. Or perhaps your settings on the NVIDIA control panel haven’t been adjusted sufficiently.

Turn off HPET or high performance event timer in your BIOS and Windows settings. Disable fullscreen optimizations and Xbox Game DVR features. Ensure XMP profiles are active for fast RAM performance. REMOVE: Overwatch to your SSD if needed.

The 2400Mhz speed could actually be a bit too slow for high frame rates, possibly requiring an overclock. It’s a really annoying limitation I’ve seen in games.
