Sorry for my poor English here.
I have no other choices and I don’t want to reinstall the system. Games work well when in a windowed, borderless setup, but there’s a major issue when some are set to fullscreen without any clear reason. I haven’t tried reinstalling the whole operating system (just updated drivers and used BIOS... nothing). The problem appears only with DX9 games, and it’s even more annoying when none of them work at all. Even turning everything off in the background didn’t help. The only solution seems to be restarting the PC multiple times, though this might either fix or break programs on the machine.

Ensure you have the necessary Dx files for the games you're experiencing issues with, typically found in a redist folder within the main game directory. Perform a full SFC scan as well. I don't know your operating system, but if you're on Windows 10 or possibly Windows 7, you might need to run older games in one of its compatibility settings. Additionally, some past games may need an outdated GPU driver to function properly.

I ran an SFC scan which repaired some corrupted files but didn't fix the rest. Older drivers don't improve anything (I've tested versions from 2018-2019), and compatibility mode also doesn't resolve the issue. I've installed a lot of redists and used the game files installer to try fixing DirectX problems if they arise.
