I noticed the issue with the FH4 game on Steam. It seems to freeze frequently, requiring multiple restarts to play. Is there a solution or workaround you've tried?

Is your Windows OS just installed and fresh? Are all drivers, software—including GPU, .NET, VC++, DirectX, BIOS, and firmware—currently updated? How do other PC games perform on this setup? Do they run smoothly? What occurs when a game freezes? Is a hard reboot necessary? Does the game freeze during play or only when loading the main menu? Please share your PC specifications.

Are you using a fresh/clean installed copy of Windows OS ? Are all the system drivers/software, including GPU drivers, and others like .NET, VC++, DirectX files, BIOS and firmware of your system fully up to date (updated/patched) ?
What about other PC games ? Do they run fine on this system ? What happens when the game freezes ? You have to do a hard reboot of your PC ? Does the game freeze while playing, or just by loading into the game's main menu ?
Anyways, first kindly provide PC specs.

Complete" system specs
should
ALWAYS
be accompanied with any driver, hardware, or performance question.
Do not
post DXDiag reports
as they contain a TON of useless information. Posting a DxDiag in place of a System Spec List tends to ward off potential members from helping you.
Please supply the following system details/information,
as much as possible.
No need to post each and every info asked here though. This is just for reference (required for troubleshooting in depth):
(Complete System Specs)
-CPU make and model# (clock speed/voltage, type of cooler, and "Core" temperature @ idle and load)
-Motherboard make & model# (include Bios version if graphics card is not recognized or you are having stability issues)
-RAM (amount, clock speed, model#/link of kit, configuration)
-Graphics card(s) make and model# (clock speed, voltage if modified, Driver version and GPU temp both @ idle and load)
-Power supply make, model#, "AND" age (note if using 110V or 220V A/C input)
-HDD/SSD configuration (ie: Raid setup/ back up/ OS drive/etc..)
-Case/Chasis make, model# (fan make, model#, and configuration if having thermal issues)
-Operating System (If using Windows note Framework and service pack version)
-Monitor make, model#, and resolution (If model# is unknown list resolution and refresh rate)
*If the unit is a "laptop" or "All-in-one" system you must note the make and model# of the unit. Be sure you are ALWAYS using the OEM/manufacturer's Driver updates for the unit.
*If "Crashing":
-Note the nature of the "crash" in detail, as there are several definitions for the word "crash".
*If "performance" related issue:
-Note the "exact" point in which the performance reduction occurred (ie: After Windows update, After Bios update, After Driver update, After thermal system shutdown, After Hardware change/upgrade etc...)
*For diagnostic purposes please disable the following:
-Any/all Antivirus/ Anti-malware software
-Any/all OSD monitoring software
-ALL overclocks outside of factory spec
.

Other games function properly. When the game becomes unresponsive, the only method to close it is through the task manager, usually freezing during loading (rarely in-game).

Specs: CPU – 3rd gen i5 3570
Motherboard – Dell 0GXM1W
BIOS – A29
RAM – DDR3 16GB (4x4) with CAS11 2400MHz (probably)
GPU – Dual GPU system
1. Intel GT1030 2GB (driver 442.74), all stock, temperature measurement uncertain
2. Dell Radeon HD 7000 series (confirmed by CPU-Z and other tools; only supports DirectX 11)
Power Supply – Dell rebuild PSU, likely over 10 years old, 240W rating, 220 input
Storage – 480GB WD Green SSD split into 151GB and 293GB partitions (OS on 151GB partition) plus a 512GB HDD from Toshiba
Case – Prebuilt Dell Optiplex 7010
Operating System – Windows 11 22H2 (unsupported)

Monitor:
1. Dell U2412M connected to GT1030
2. Viewsonic VA2445 connected to Radeon GPU

I would actually attempt this step first, rather than exploring other alternatives:
Check if updating your GPU drivers works.
Unless I'm wrong,
you might be using an outdated driver version, specifically 442.74 as you mentioned. The most recent driver for the GT 1030 appears to be 528.24 WHQL for Windows 11 OS.
GeForce Game Ready Driver | 528.24 | Windows 10 64-bit, Windows 11 | NVIDIA
Consider disabling one of your GPUs, such as the Radeon HD 7000 series, and using GeForce GT 1030 instead.
