I don’t understand you. Are you kidding? Of course my Hz is 240 and FPS is 240, but the game feels like it’s running at 120 Hz or less with stable FPS.

Check your monitor’s framerate by verifying if it’s set to 240 Hz in the System > Advanced Display Settings > Display Adapter Properties > Monitor dropdown menu. If it doesn’t display 240 Hz, change the setting and click apply.

What resolution is your monitor? Another person suggested DisplayPort, possibly 1.4. Are you certain there’s a difference? Most people cannot distinguish between 144Hz and 240Hz; try switching to 120Hz to see if a difference is noticeable. If Vsync is enabled, disable it because it limits the frame rate to 60 FPS. If the image isn’t smooth, consider whether you have a G-Sync monitor to reduce screen tearing.
