I possess an Intel Core i7-4770k processor, a GeForce GTX 1060 graphics card with 6GB of memory, 16GB of DDR3 RAM, and ample storage space. I'm currently achieving approximately 70 frames per second in Fortnite at low settings with a reduced screen resolution of 50%.

However, I suspect this might not be an ideal configuration and that an upgrade could significantly improve my experience. I've extensively researched online and optimized my in-game settings by enabling maximum performance within the windowed display options and utilizing GeForce Experience's performance enhancements. I am seeking to achieve a visually pleasing game with at least 60 frames per second.

Would it be beneficial to explore overclocking my CPU and GPU?

Examine whether other applications are running concurrently, such as Windows processes, the game’s launcher, messaging software like Skype, or other system monitoring tools like MSI Afterburner.

If you’re unsure about closing a particular program, right-clicking on it and selecting “Properties” can display additional information.

Are you utilizing dual RAM modules? Running with only a single stick would actually impede performance in gaming scenarios...

Seeking a frame rate of sixty frames per second is your aim, though you've achieved approximately seventy? I’m not particularly noticing any issue with that.

If my understanding is incorrect, wouldn’t a fifty percent reduction in screen resolution be somewhat pointless? What justification exists for this?

Are you simply overloading the 4770k with all of that processing by doing so?

My frame rate is limited to approximately 70 frames per second when I set my graphics settings to the lowest levels. Increasing these settings results in choppy gameplay, typically averaging between 30 and 45 frames per second.

Unfortunately, that's precisely the inverse of a processor limitation. If your system is primarily limited by processing power and you lower graphics settings, the frames per second will remain roughly consistent.
