For various reasons, despite adjusting different options in the game, I keep experiencing unnatural stuttering at 162fps (Fps lock via nvdia) to 30 every few seconds. Anyone have a solution to this issue? And before you ask, any update that can be applied is available. Is there something specific I'm missing?

My PC specifications match yours in your signature... but sure.
The power supply has been working for about a year, and during the loading process of the game, it took around 10 minutes.
