Did you verify whether the integrated graphics are actually causing the Plex server issues? Look at CPU and GPU usage during high-bitrate 4K playback. The 3700X spec might be excessive, but it could still work well for hosting more VMs later.

According to my understanding, Plex doesn’t support AMD integrated graphics, though it works with Intel. There’s a noted performance drop on the GPU side. It seems best to run the CPU at full capacity.
