The original spec was 65W, but your cooler isn’t performing well. The temperatures you’re seeing during games are likely high. Running at full CPU speed of 4300 MHz would cause thermal throttling on the heatsink. Check Cinebench R20 for stability; it should handle the load better. Make sure C3 is enabled in BIOS to allow maximum performance under light use. Press the C1 button to open the C States window and verify idle CPU states.

You haven’t updated the pl1 yet, but since you’ve used it for years, you might not recall. Running a 20-minute session could help determine if throttling is needed.

Also consider the C states during idle time. Many Asus machines set power restrictions at 4095 in the BIOS. If a CPU reaches 100°C, it won't perform at its best or reliably.

It's around 11% when idle, and I reached 100 fast in the 20-second sprint, then increased to 4100mhz.

It seems much of the activity involves heavy steam-like processes and shouldn't require much CPU power. At the top of Task Manager, it shows X% CPU usage, which is significantly higher than what the tasks listed are using together.

The Details tab is the accurate one. The data in the Processes and Performance tabs and the graphs are bugged. If there is anything in the Details tab list loading your CPU that you do not need running all of the time, get rid of it. If Steam is bloated and you need it, not much you can do about that.
