They adjusted the restrictions through Microsoft Family Settings, but she can easily override them by changing the time directly on her own device. There’s no built-in way to fully block this behavior.

Avoid giving your sister admin access. Secure the system by adding a password to the BIOS/UEFI settings, preventing unauthorized modifications.

If the system matches the current time, there’s nothing you can do. No admin privileges are required to adjust the clock. You’d need parental software that verifies against a remote server time. Microsoft’s approach isn’t very effective and can be easily circumvented—search for “Microsoft Parental Controls Bypass” for more details. It has consistently faced problems since it was released, and some users have reported finding ways to disable it on the official forums.

Just wait until she figures out how to become an admin :p. But no this is a well known issue and nothing can be done about it.

It's possible to resolve the issue. Avoid assigning admin privileges to the account. That should suffice.

Most of these depend on the child account being an administrator. If the parent chooses to let their children manage accounts, it’s their decision.

It makes sense to consider the situation. When I'm on another level, their remote control is just a short distance away, so they'd ask me to go up and fetch it for them.
