I thought it was an MSI board, but the best results came from MSI Control Center. Just adjusted the boost to 3.9 or similar and it worked fine. Well that's an option but I would first try with your current board, I'm not familiar with neither though so I can't help very well tho I will look if I find something about your current board - it would be pretty strange and sad if doesn't have GPU OC... Also what monitoring program are you using, how do you know it doesn't work if you set an OC in RM?
Oh ok, that's not really how it works though, you have to check in RM , CPUZ or MSI Afterburner for example if your OC applied... Generally you will see much bigger gains from OC the Vega part however.
